Add sso.Group, context.Auth, context.APIAuth to allow auth special routes (#16086)

* Add sso.Group, context.Auth, context.APIAuth to allow auth special routes

* Remove unnecessary check

* Rename sso -> auth

* remove unused method of Auth interface
